Dr. Elsie I. Nemieboka

Dr. Elsie I. Nemieboka is an Industrial and Organizational Psychologist, senior HR executive, and human performance strategist with over 20 years of experience in organizational strategy, leadership effectiveness, human capital governance, and organizational transformation across diverse sectors. She currently serves as Chief People Officer at Layer3, providing strategic oversight of people, culture, leadership, and organizational capability across Nigeria and East Africa. 

Her expertise spans leadership development, talent strategy, organizational diagnostics, culture and change, performance management, and human capital governance. She has led enterprise-wide capability and organizational effectiveness initiatives impacting over 5,000 employees and has advised C-suite leaders on organizational transformation, succession planning, workforce strategy, and leadership effectiveness. 

Dr. Elsie brings significant nonprofit and advisory experience, including serving as an Advisory Member, Board of Trustees, FGGC Bauchi Old Girls Association, Mentor and Business Advisor to the Tony Elumelu Foundation, and Pioneer General Secretary of the Learning & Development Network International. She is also a member of the Academy of Management, CIPM Nigeria, ATD USA, and an affiliate of CIPD UK. 

She holds a PhD in Industrial and Organizational Psychology from Capella University, USA, a Master’s in Managerial Psychology from the University of Ibadan, and professional certifications in coaching, mentorship, entrepreneurial management, and HR management. Her research interests include generational dynamics, leadership, collaboration, and organizational effectiveness. 

As Chair of the WAAW Foundation Board, Dr. Elsie brings a strong combination of strategic leadership, human capital expertise, organizational governance, and a passion for developing people and building institutions that create sustainable impact.
